The only reason USA expansion team would contact is if someone purposely put in an application, and initially had credentials. Part of those credentials is availability of funds in the range of $300-700k and experience. So while anyone can submit an application, once the team contacts, they will filter out those who don't qualify.

There is no such thing as a 'Bait and Switch here' , switch to what? An applicant expected to open a Snakes and they asked to fund a Wing Stop instead?
