Stock Based Compensation is utilized by Start-ups and IT companies. It is most commonly used when you don't want to or can't pay out large salaries out of operating budgets. It is given to top level staff and management. The people who are making decisions that drive the future of the company.
It's like saying that we can't pay you what we think you are worth but we could all get rich together if we make this work. It is a way to land the best people possible. Talent is what will make this company grow not Man Bun.
They have hired some interesting talent this year. Do your research people.

Stock matching for salaried employees is a different kettle.
