He's trying to raise capital but you don't do that by selling stock at the present bid price.

This will go to 0 bid.

Bob will then sell shares at a 50-80% discount and if they are unrestricted shares , these very same individuals will Park themselves on the .0001 ask and make 100-120% on their money.
