I think he was scamming for more then a few thousand dollars, maybe the tip if the iceberg. He had the best lawyer around and plead guilty very quickly (double jeopardy) because I think he didn't want more skeletons to be released from his closet.
The question is why were they investigating Cotton in the first place, what previous actions drawed FBI attention to him?
