This report reflects intraday and very short term shorts that market makers put on that are typically covered intraday or the next day. It's just reflecting market makers activity, and that report should mostly just be ignored. Pay no attention to it. Most of the trading on these are run by computers/algo's these days. They sit in the bid and ask and work the spread. In other words, not real buying nor selling. I've been watching OTC level 2 on thousands of stocks over a 10 year period. There's a lot to know about reading the tape on these.
