These types of low tier, security crimes have to be handled in a timely manner to create maximum punishment. Vowler has been running this ring for 15 years. The objective is to speak loud and produce nothing. He thinks he can shield himself with no personal assets. He thinks that his mini fraud ring is to small to prosecute and defrauded victims have forgotten.

There is an open inquiry which will lead to the prosecution of these people. There are alot of victims that have submitted indisputable claims. This is why the process has taken some time.
