The SEC claims that Daniels and Harrison (who are married) fradulantly schemed to manufacture public companies. Doesn't a 15c211 filing have to be done in creating the shell?

Was it Spartan securities that filed the 15c211?

Isn't Micah Eldred CEO of that Company?
