I assume RTOH is the Rue21 parent company..?? Could be going the same route as CMLS did post BK, where they start on the Grey's, then move straight to NASDAQ..? In that case buying while on the Grey sheets if possible would have been a great deal, could have bought $14's and flipped $19+ upon uplisting.

These types are not my specialty, but following the $$$'s could make sense.
