Local environmentalist wanted the company to go through a more extensive environmental process called BAPE, which includes public hearings and studies to assess impacts to water. The company was trying to avoid the BAPE and I initially got the impression from comments about Sayona in Hotcopper that they would succeed because their environmental study was robust. However, reading your post prompted me to take another look at Hotcopper today, and then is when I read an announcement that the politicians may still be pushing for the BAPE. The link is in French (sorry), but you will probably understand the key message.

I may be wrong, but I don’t believe that the BAPE requirement is final, but this latest announcement makes it more likely. I also read that regardless of the BAPE, the company will drill a bunch more exploration holes in parallel to the BAPE. This could help the SP in the short term while the environmental stuff is finalized (BAPE or not), but we may need to remain patient as with everything else.

I hope this helps.
