That was commentary regarding the pattern seen here over several years. Late spring brings in a new group of names and a new potential for this shell. Then the shills start posting about money being spent to move the shell in a positive direction. Nothing good has happened during the last few cycles. Maybe some of the people using the above-mentioned names sold a few million shares, but the value (PPS) keeps moving back to $0.0001 and staying there.
After every tiny spike, there are no posts other than the few people expecting the registered "businesses" to turn this thing positive. The shills go back to hyping other penny scams.
