Is this the first time we are hearing from SM some thing on similar lines? How can we expect anything from some one who still has hopes of congress acting on reform even after 10 years? Lawmakers have clearly told that they need administration to come up with reform details. So far bureaucrats and politicians are just happy with status quo of power they have over multi trillion dollar private companies to do whatever they want without any accountability or any oversight or any rule of law with the help of equally complicit judiciary. Gov explicit guarantees are DOA in congress. Without this there is nothing to reform.
