Yes the company issues notes and works with a broker to draw investment interest in the stock. That way when the new shares hit the price does not collapse. In the end there are still a ton of new shares in the water. At some point you hope the interest doesnt wane and broker continues to draw new investors. I the market isnt saturated we move up.
