Well for one, the grow facility is still listed in an A-2 Heavy Industrial Zone, which according to the City of Phoenix, is not zoned for growing marijuana:

A medical marijuana dispensary’s cultivation facility must be located in districts zoned as Suburban S-1: Ranch or Farm Residence or Suburban S-2: Ranch or Farm Commercial.

So the facility may have received approval from Arizona Department of Health Services (ADHS) that the building is operational for growing marijuana, but it is not up to ADHS on whether or not they can grow marijuana in that zone. All American Green received was an Approval to Operate (ATO).

American Green missed their June 5th deadline on receiving the ATO to have the zoning change go into affect, so it's still an A-2 Heavy Industrial zone...

Probably why we haven't seen any updates from the grow facility in a week once they started posting pictures of sprouting plants. Maybe it was still illegal for them to do so. Another reason why we haven't seen an updated video tour of the supposedly finished building? Used to see one almost every couple weeks while under construction, but not a single video since it was "completed". No permit listed for zoning adjustment listed here either:
