I would be shocked if they weren't. It was a point of pride when the engineer I spoke to described the fact that the CurAegis team solved a sealant problem and a bearing problem that everyone told them was 'impossible' to solve. From Vernon on, Keith and the engineering team have been diligent about applying for patents, revising and updating patents. The special seals and bearings that enable the pump to be smaller and handle higher pressures without leaking, are a key factor in it working, so I am almost certain that all aspects of the pump would be patented or patent pending, but I have not seen all of Torvec/CurAegis 300 patents. You would have to ask someone at headquarters for confirmation.
