It's a mystery where the buying strength is coming from, but it's been ongoing for several months.

My suspicion is that it is one or more persons somehow related to RCP, but not in a way that would trigger an SEC filing on insider buying or violating the "change of ownership" situation with regard to PIOE's NOLs.

When i say "somehow related to RCP," it could be an employee(s) or an investor client, or.... who?
