Correct, Trade reporting isn’t related to order quotation, placing orders is still limited to the minimum of $.0001 by FINRA for this market.

EVTI is definitely a scam, Gannon Giguiere is the ringleader. They’re now about 3 years behind in filing, they’ve put themselves in serious jeopardy of being suspended by the SEC.
