My first question is, does California City currently have medical cultivators growing? If yes, then I concede they have something to build on. If not....

Many companies are operating if they have local licenses and state application numbers. It's the companies that Hagee not applied for the state application asks are operating that California is going after from a legal standpoint. That's based off my DD. They are encouraging every operator to get their license application in, or risk being shut down. So even though the state is still working things out, they aren't holding applicants back.
