Lemme' get this straight. India is choking on air pollution from gas-diesel vehicles and the DRC is throwing a monkey wrench into the probe on UN officials butchered in the DRC. Geez, I am going to go out on a limb here and predict that when the UN votes to sanction Kabila and his cronies that India is going to vote YES on those sanctions. You may ask... how well do sanctions work? Hmmm, well you might inquire of Russia, Iran and North Korea as to how sanctions cut into their bank accounts (especially their off shore accounts). Or maybe ask Gertler in Israel how effective/disruptive sanctions have been in his everyday life.
