Most definitely bad, virtually every time...but, they tend to run up a bit from wherever they are pre RS because they want to dump as much as possible from the AS before the split. Insiders own very little, the float and the OS are practically the same, they have little to lose. IMO it will set a new 52 week low, bounce somewhere from there after the vote as people dump and the company does the same before the RS. This is there 3rd RS, needed to maintain listing too.
