The fundamentals are clearly not in favor of continued price appreciation. But the markets look forward. As you have noted, the rates are not in favor of a distribution increase, but oil prices are up and I believe investors will be pricing in future industry improvements now--not waiting until when EVERYONE knows the distribution could be increased.
