Why wouldn't a CEO not want to report a positive material event. Its obvious when a event is negative they might not want to, however they must. I see no valid reason why a CEO would not want positive news on the street. Unless.. .....they had a hidden agenda or could not handle the ramifications the news would bring. But that is malfeasance and actionable.
