Of course they are shying away from terminology that does not legally describe them. It would not be right to call themselves a bank. When they have the appropriate paperwork filed to be considered a bank towards the end of 2019... like they said would happen, then they will use those terms. Nothing weird about not lying to everyone about what you are as a business.
