Part of the problem is your local tree hugger...i.e. opposing support groups determined to demonstrate their versions of power and control.

The word for this is "politics."

Also, there's need for pipelines to connect lines incorporating newer geographical areas not priorly on center stage. Too, each state has its own rules governing the transmission of gases and liquids and the Feds handed down a ruling regarding multi-state pipelines just very recently.

It's quite the complicated mess, small wonder you don't grasp it all! None of us do.
