Tesla's original deal about a plant in Shanghai was unique in that no local partnership was required. Now the Chinese govt. seems to be backtracking on that. However, no J.V. partner has been chosen as of yet.

A poster on an I-Hub board saying they had talked to the president of ZJMY in China verifying a partnership exists with Tesla just doesn't cut it for me.
