The MM's are tasked with filling orders from brokerage houses. if they do not fill the order loss or not the brokerage house will not call on them. Since that is the life blood of MM they will fill what they need to. If enough buy volume is starting to come in MM's could be looking for shares to start covering. The best way to cover is at a lower price with out the price moving up. MM's are not all powerful and if you put enough pressure on them they can quickly loose control of a stock and incur loss. The other scenario is they don't want to take price down YET until the buys are filled as they know not enough buying pressure exists for them to need to cover. Take out the buyers with out dropping Sp, and then proceed to lower levels for a nice profit.
