Does Developmental mean completely unable to meet any deadline or obligation either self-imposed or required by agreement?

Does it mean being able to lie about the products and services they can provide?

Does it mean they can make irrational and conflicting decisions while wasting shareholder investment in staggering ways?

Is that “Developmental”? No, that’s a scam.
