Only in this case the OS is being reduced by 1.6 billion shares, and that came AFTER the resolution was done that stated they won't do a reverse split until December 2018. So, again, what indicates there is a "good chance" of that date being moved up?

Lke a stock enough to put your money in? If so, buy the ask, if you sit on the bid and wait for it to come to you, you're just contributing to a price drop, which is counterproductive to what you want to happen when you're buying in to begin with.
