Only guess I can make is that someone placed a Market Buy order, and the MM sold at this high price.

The OTC market is a "best offer" market. MM is not required to honor the offer price on L2. They can adjust the selling price even if receiving at the current Ask.

If this really happened, of course the MM would wait until market close to report it.
