Part of the $$$$ might also be a payout from Yakima County for not following legal protocol for evicting him and shutting down Wings. Yakima County totally dropped the ball and gave this trickster an easy victory. Had they followed protocol they'd of probably had him dead to rights. Don't forget you can still e- mail him using the same address with comments or questions. Although he's unlikely to respond. I wonder if he'll run this new business satisfactory for awhile to get established and at some point the shenanigans start all over again.
