Pumper- The SEC does not "disallow short selling" an equity - short selling shares on OTC is permissible, including naked short sales, as long as your broker and the MM will allow you to do it- which is unlikely for retail traders in the OTC market. Good luck placing a trade to sell short through retail brokers.

Rule 201 (Reg SHO) can be invoked for an equity to prevent short sale abuse / price manipulation but that's about it.
