Here's how I look at these reports when I'm looking at an investment. When short sales are low, it typically means they Have covered and are ready to take on new positions. Couple that with the fact that mcig near tern tend is down. They aren't shorting, yet the stock is still trading lower. In addition, if real market making news hits, there won't be much of a squeeze. I typically like to buy when a security is heavily shorted and the trade is lopsided.

So, this just tells me shorts are in position to take on new positions without major risk of a short squeeze.
