Reverse split reduces the number of shares. 1:15, 1:30, 1:2, etc.

the number of floating shares is 101.34M
Outstanding shares is at 103.23M

Not sure where the 250M shares number is coming from, but if you tally up all shares, you're over 200M, but those aren't all in circulation. If they split, which they most likely will, it'll reduce by whatever ratio they choose. I would imagine 1:2, but that's a guess. They could also do a buyback, but we'll just have to see what unfolds.

It's true that the dilutions have be insane, and people have lost large amounts, but the nature of the RS doesn't decrease the equity value, but certainly rattles things up. RS are't always bad, but repeated dilution, and RS in a yoyo fashion is beyond unsettling.
So, read up about it, and I highly advise doing some research into the state of both shipping globally, and that of Greece. Some amazing revelations as to why these companies are performing poorly.
