there are differences, for example a pharmacy requires an on-duty pharmacist. A dispensary does not. A pharmacy fills prescriptions. A dispensary does not. Dispensaries dispense recommended meds; a pharmacy fills prescriptions. You cant walk into a pharmacy and buy 100 10mg hits of oxy when all you have is a script for 10 5mg oxys. You can walk into a dispensary and buy 1 or 2 oz of mmj with a recommendation. The amount is pretty much up to you provided you dont exceed the state limit for personal use. There are others but this should help a bit. The problem is the terms themselves while representing different things are frequently used interchangeably. FWIW they keep referring to them as PRE-ICO and they claim they are in LA. That strongly suggests they are dispensaries, not pharmacies because PRE-ICO is a term used in LA to refer to dispensaries of a particular type.
