"They've done as much as they can in the US... but they're seeing more mature companies in Europe not getting the same valuation that, if you picked [the company] up and put on Nasdaq, they would get," he said.
Paynter, who moved to Oxford BioMedica about six months ago after a decade-long stint at leading biotech firm Shire, said capital is easier to access in North America than Europe, largely because there is more money to work with.
"If you have a product they think could be huge they'll invest early and try to get you up and running," he said.
The world's top two biotech hubs are located in San Francisco and Boston, but the UK is fighting to hold on to the number three spot.
