I had no idea McConnell voted no on the Bill. How in hell can he remain Majority Leader?
He had to vote No because of some obscure Senate rule. The rule states that only a party of the winning vote (in this case it was the "NO" vote) is allowed to call for a new vote on a previously voted upon measure.
Since McConnell knew the vote to end the filibuster would fail, he had to vote "NO" in order to be able to call for a new vote for the same measure that filed to pass. I am pretty sure he reserved the right to vote last, just in case he was surprised by a vote that would need his "Yes" vote for passage.
