They somehow need to withdraw that form15 at some point before they can become an SEC reporting company again. They aren't now, they are still several filings behind obviously which will likely get filed soon otherwise they wouldn't have started this today. At least that's how it looks like.

In regards to the unaudited 2015 10K that was filed today. It could be that the SEC only demand 2 years of audited 10K's to be filed to get back to SEC reporting status. If that is the case it would explain why the 2015 is not audited. They would then only need to audit the 2016 and 2017 10K and file them together with all other Q's and they would be good with the SEC after withdrawing that form15.

That's a possibility.
