[Almost A Myth]

I might have been mistaken about ARCA being an institutional order. Someone explained to me that different tiers of retail can use ARCA without incurring those ECN fees I described. The way it was explained, when a retail trader's account reaches a certain level they are given perks, and free ARCA might be one of them. Different perks for different account values and different from brokerage to brokerage.

My apologies. Those fees were fixed and unavoidable years ago when I traded NASDAQ. I thought they had remained that way. Back then it was .01 per share! $10 per 1000 shares. I wish they had been .0025. Ohhh the ECN fees back then. What a drag they were!
