If I understand ur question correctly, no. The amount, price and terms of the offering are set and then purchases are made. The underwriter, in this case Maxim can purchase as much as they want of the offering, in some cases, All. Many times, the company (Provectus) is offered an over allotment if the offering is in great demand.
