The simple answer is thy CAN'T handle higher wind speeds. This was in their last 10-K:

"In addition, product enhancements need to be implemented to various components of the platform to provide better overall quality and uptime in high wind regimes. The implementation of the enhancements to our system may also delay significant production by requiring additional manufacturing changes and technical support to facilitate the manufacturing process."

They imported some cheap turbines from China and added some disc brakes to them. Those obviously didn't work in real-world conditions and they disclosed this.

I pointed out before they disclosed this that there was no way their braking system would work and they would be burning them up along with burning up the motors in high wind conditions.

They never had a feasible product and they are out of cash with no way to raise any more. They no longer qualify for the OTCQB after failing to meet the minimum bid standard of one penny for 30 consecutive calendar days. The sham has almost run its course and this will be done soon.
