it looks to me like someone is trying to accumulate quietly without the stock price getting away from them, but bid-sitting isn't yielding many shares.

so, they slowly creep that bid up, hoping to find sellers.

there is one sitting at .24 and, as you point out, knocking him out could be a significant trigger.

that bid-sitting whale at .16 may just have to step up and take those .24's - it may be the last size available for a while.
