OTCMarkets says the O/S is 1,097,195,925 a/o Jul 09, 2015. Where did they get the number from and why would they, out of the blue, update it in 2015?

The last 10-Q was filed in 2012 when the O/S was 651,991,821. The last SEC filing, a Form 15, was in 2014.
