I would assume there will be a reverse split after that, (Google;"Reverse Stock Split")
That is why price went-

Shares decreased by 1 for 15 split 2/25/2009
Shares decreased by 1 for 200 split 12/30/2013
After they increase to 2 BILLION for cash they will decrease to raise value of stock again, so they can sell at a high price, essentially double-dipping on the shareholders & unsuspecting investers
Usually a company will find unsuspecting investers to sign contract guaranteeing the price will hit a certain price point locking them in for X amount of years (usually 2-3), guaranteeing that the price will go up to a certain amount within that timeframe,(and it does),but the investor does not know that by the time the contract expires in 2 years the price will be even lower than what they got in for.(NOTE: the contract does not state that price will stay there!)
