That's BS. They plan on a 1/1000 RS that will take the current A/S down from 30B to 30M, then simultaneously increase it back up to 5B, a 16,667% increase in the effective A/S.

In scam talk, that means they will be "canceling" 25B unissued shares to avoid an effective 100,000% increase in the A/S.

When the language of scam talk becomes known, it all becomes clear.
