No one is going to bother trying to flip a stock at this price if there were genuine, material legal or financial issues still in play. Too risky and there'd be too many easier plays out there anyway.

Nope, what's far more likely, and what's happening here, is that the delayed financials, legal matters and sec involvement has long ago been discounted.

Since then and for many months now price has not only stabilized, but has trended up along with volume.
