Yes, this is very true. State filings filed first, and then FINRA. Transfer Agent and OTCMarkets are aware it’s occurring but need FINRA approval before anything can be officially changed. A name change, ticker symbol change, and the updated share structure submittal to FINRA is fairly simple process to be approved and completed if all the paperwork is in order; State filings, Board Resolutions of Corporate Actions, Majority Vote, etc. FINRA cost is less than $1k if submitted correctly and new ticker symbol is $500 so the whole process is pretty inexpensive to complete.
