Delays are not deception, delays are normal in business. However since many folks have money at stake it's frustrating to hear a date and the date comes but no news and delayed again. So deception no but missed commitments yes. They have come through on all major goals recently and look forward to seeing phase II up and running. I say Nov 10th is the announcement date of approval.
