If the FDA would allow that, it would be a plan.

Actually, that's basically what happened in Canada, with Belleville Hospital, and the results were scientifically dazzling and commercially damning.

I think (hope) that that was unique to Canada's health system. I don't expect this to occur either in Europe or the US, where there is a competitive marketplace.
