A lot to digest, but:

"SEI and NW have submitted a proposal concept to Natural Resources Canada and have been confirmed for formal proposal submission. Successful selection would see installations commence in April 2018."

along with

"The first WindCutter turbine was purchased on October 10, 2017, and is the initial turbine to be installed at the Fogo Island Producers Cooperative Seafood Processing Plant located on Fogo Island, Newfoundland. During its initial operation there, NW will submit its design and claims to Environment Canada’s Environmental Technologies Verification Agency (ETV)."

and

"Currently, the WindCutter is scheduled to be installed on Fogo Island. This installation has been approved. Projections are to deliver 200 turbine systems for the first year, beginning 2018. The first shipment is to be delivered to Newfoundland this week."

Looks like the first installation is approved and the data will be used for certification to make future installations go more quickly and smoothly.

Nothing is preventing the units from being sold in the US without formal certification. The certification allows the 30% tax credit. This credit expired the end of last year for small wind, but both the House and Senate have bills introduced to reinstate the credit retroactively to Jan 1 of this year to make it like it ha never expired. Should be passed before the end of the year.
