Those Form 4's were on the A side so yes I would think their confidence in their company is up! I would prefer to see the share price rise first before the dividend. The pay out on the trifecta is more than adequate for now. A nice 20-30% stock price appreciation would build confidence in investor sentiment!

Either way I will be more than happy with both!
