It's not automatically wrong to dilute shareholders down to 1.55% of their original stake in this company.

it just means that the incoming assets have to be worth 65x as much as whatever the company was worth previously.

Deep Green Waste may indeed be worth 65x what Critic-The-Pathetic-Failure-Of-A-Clothing-Company was worth.

But there's no way that a $200,000 note is worth $2.6m in shares. In this case, the shareholders got straight up ripped off.
